As part of its Capital Asset Management Service (CAMS) Program, the Department of Veterans Affairs (VA) is seeking to more effectively assess and manage its real property assets.  Many of VA’s medical campuses have underutilized property that may be converted to cash or in-kind services under its Enhanced-Use Lease (EUL) authority, allowing VA to build needed facilities to continue to deliver the highest quality of healthcare.  VA Office of Asset Enterprise Management performed a comprehensive and systematic review of each of is real property assets and the Kerrville VA Medical Center was one of the sites selected as having potential for transitional or permanent housing to assist homeless Veterans and Veterans at risk for homelessness.

The Kerrville Division of the South Texas VA Health Care Network is a 70-acre campus located 65 miles Northwest of San Antonio.  Kerrville Division services include 20 acute beds and 4 urgent care, primary and 154 authorized long term care beds are provided for an estimated 8,000 veterans residing in the Texas Hill Country.  The Facility is comprised of 226 authorized hospital beds and a 154 bed Nursing Home Care Unit.

VA seeks to competitively select a private developer to lease approximately 5 acres of land located on campus.  The successful private EUL bidder(s) will provide VA with in-kind consideration that includes the development and operation of new supportive housing units with on-site supportive services for individuals and/or families.  Such units and services will be provided to Veterans, who are homeless or at imminent risk of homelessness, on a priority basis.
