On Wednesday, July 13, 2011, VA conducted an Industry Forum regarding the Building Utilization Review and Repurposing (BURR) Initiative, a new effort in VA’s fight to end homelessness among Veterans and their families. The Forum consisted of an overview of the BURR Initiative, background on VA’s Enhanced-Use Lease (EUL) Program, a discussion of available funding sources, and a question and answer session.

The Initiative will support VA’s goal of ending Veteran homelessness by providing safe, affordable, cost effective and sustainable housing for Veterans on a priority basis. Under the BURR Initiative, VA will develop permanent housing opportunities for Veterans and their families, including homeless Veterans, Veterans at risk of homelessness, senior Veterans and disabled Veterans, at as many as 34 VA locations nationwide. Properties will be developed by non-profit and private sector developers through VA’s EUL program, which allows VA to ground lease underutilized land and buildings to third parties for up to 75 years. Under the EUL program, VA retains land ownership and can determine and control its reuse.
